Preheat oven to 350 degrees F.
Line (or grease and flour) baking dish.
Stir milk and vinegar together in a small bowl (it will curdle).
Whisk flour, sugar, baking soda, baking powder, and salt together in a separate bowl.
Briskly mix together oil, lemon juice, vanilla extract into milk mixture. Do not over mix.
Bake in the preheated oven until a toothpick inserted in the center of the cake comes out clean.
